What standards are required for sprinkler system installations within
Student Accommodation in the UK?

In student accommodation, sprinkler systems must adhere to the ‘BS 9251:2021’ standards, with the latest revision being in 2021. The British Standard guidelines state that every system must be designed, installed, commissioned and maintained based on the following:

  • Key Aspects of BS 9251:2021
    • Scope: Applies to residential occupancies ranging from single-family homes to high-rise buildings over 18m, including care homes and student accommodation.
    • System Categories (Risk-Based):
      • Category 1 (Single family): 10-min duration, 1-2 heads, 1m³–1.5m³ tank.
      • Category 2 (Flats <18m): 30-min duration, 1-2 heads, 2m³–6m³ tank.
      • Category 3 (Care Homes): 30-min duration, 2-4 heads, 2m³–15m³ tank.
      • Category 4 (High-rise >18m): 60-min duration, 2-4 heads, 10m³–30m³ tank (split tanks required).
    • Design & Performance:
      • Flow Rates: Minimum 60 lpm for a single nozzle or 42 lpm per nozzle for multiple nozzles, with some categories requiring over 400 lpm.
      • Coverage: Every habitable room in a residential building should typically contain a sprinkler head, including communal areas.
    • Reliability: For high-rise (Category 4) buildings, a secondary (uninterruptible) power source for pumps is mandatory to ensure functionality.
    • Maintenance: Systems require annual inspection and testing by qualified engineers to ensure operational effectiveness.
    • Water Supply: Can be fed by town mains or a dedicated pump and tank system.

Is a sprinkler system a legal requirement in student accommodation?

Sprinkler systems are legally required in new student accommodation buildings which are over 11 metres in height.

Even in buildings where a sprinkler system is not a legal requirement, it is in your best interest to seek installation. They massively increase safety and reduce the risk of serious loss of life or damage to property. Sprinkler systems which meet safety standards can provide you with the peace of mind that the property and those living there are much safer.

What should be considered in the design of student accommodation sprinkler systems?

When designing sprinkler systems for student accommodation, we would consider the unique conditions of the building, including the increased risk of fire due to student accommodation usually being densely populated buildings.

We’d also consider the increased risk in communal kitchen areas, where multiple people might be cooking at one time, and there may often be flammable packaging not properly disposed of in these areas too.

The layout of student accommodation means that private areas and communal areas need to be considered equally when installing fire safety sprinkler systems, ensuring that the whole property is covered.

As a result, student buildings are regarded as being at slightly higher fire risk than the average residential property. So whilst we’d recommend sprinkler systems as a good idea in almost any building, they’re that extra bit vital when it comes to students.
